Friends, after a lot of jugglery, statements and counter-statements, I would like to put the actual percentage at 16 % of the emoluments (pay+DP+DA) as on 1.1.2006.
If B was the basic pay, the grade pay was 0.4 Bmax of the grade. (means 0.4 B is the minimum assured grade pay). Then New total pay /old emolumements upto DA
= (1.74+0.4)B / (1.5x1.24)B =2.14/1.86=1.16 approx.
For those, who had saturated, this is the figure; for others below, it may go upto 25%.
For those in the PB-4, it is still much more with the cabinet secretary getting 100% or so, as they have been nicely pampered and sought to be kept as elite, way above others.
