Your concept is right but have made some arithmetic errors. Luckily, your calculations for 1.8.2007 (promotion date) and later are ok.
For 1.1.2006, total pay should be Rs42420/- and NOT Rs44420/- (wrong typing or addition)
For 1.2.2006 and 1.2.2007, your lines are ok, assuming the rate of DA at 6% (to be confirmed).
For 1.7.2007, the increment at 2.5% of 42420/- is Rs1061/- and NOT Rs1050/- given by you;
and the DA at 12% of 42420+1061 should come to Rs5218/- and not Rs5168/- given by you.
The total then should be Rs48699/- and NOT 48638/- on 1.7.2007.
In case you opt for fixtion of 6th pay on the date of promotion 1.8.2008, your pay would be
Rs46620+9000 as against Rs43280+9000 with 1.1.2006 fixation.
You are gaining a clear Rs3340 + DA on it per month on a continuous basis by surrendering 19 months' arrears. You can make up the loss within another 19 months from 1.8.2007, that is within another 1 year from now. Besides, you would be five increments forward, which would count for pension, gratuity etc. Hence, 1.8.2007 may be chosen.

It is clear that opting date of fixation as my date of promotion namely 01-08-2007 is the right choice.
Opting august 2007 as fixation date, my pay in April 2008 will be 46620 + 9000 + 10012 (18% DA) = 65632.
But if I opt January 2006 as fixation, my pay in April 2008 will be only 43280 + 9000 + 9410 (18% DA) = 61690.
Hence an increase in pay per month is Rs 3492 per month.
Coming to arrears, I will get Rs 201260 up to 31-03-08 with January 2006 as fixation date, but Rs 146887 arrears up to 31-03-08, when fixation is from 01-01-06. This difference is 54373 and can be easily compensated in 14 months from April 2008. Also benefits in pension, gratuity etc are high with fixation from promotion date namely August 2007.
Assumptions are:-
Present Basic Pay as on 01-01-2006 = 19500
Present Basic Pay as on 01-02-2006 = 20000 9increment)
Present Basic pay as on 01-02-2007 = 20000 (pay stagnation)
Present Basic pay as on 01-08-2007 = 20900 (with promotion from August 2007)
Present Basic pay as on 01-2-2008 = 21400 (promotion in august 2007 and increment in February 2008)
Present scale of pay up to 31-07-2007 is - S-26 16400-450-20000
Present scale of pay from 01-08-2007 is S-29 i.e. 18400-500-22400
Revised scale of pay corresponding to S-26 is PB-3 + 8400 i.e. 15600-39100 +8400
Revised scale of pay corresponding to S-29 is PB-4 + 9000 i.e. 39200-67000 +9000.
DA as per fifth pay = 24% on January 206, 29% from July 2006, 35% from January 2007, 41% from July 2007, and 47% from January 2008 on Basic + DP
DA as per sixth pay = 6% on 01-01-07, 12% on 01-07-07 and 18% on 01-01-08
Special pay of 900 is in S-26 and Nil for S-29 for scientific officers.
